NOTICE TO ALL RESIDENTS
The City of Arnold is striving to do everything possible to maintain services as much as possible during this COVID-19 pandemic. Trash collection is considered an essential service by the Commonwealth of Pennsylvania and the City intends to continue its operation as much as possible under normal hours and schedules.
With the developing restrictions related to COVID-19 and the unknown impact that it may cause to our City, we would like to take a proactive approach to deal with the possible ramifications to our employees and residents. While things are changing very rapidly, we will continue to asses our policies and make appropriate changes when necessary.
TRASH COLLECTION AND RECYCLING
We intend to continue municipal trash and recycling collections with as little interruption as possible. To do that, please make sure to adhere to these requirements by the City:
1. All properly bagged trash will be collected. To protect the health and safety of our employees, please understand that loose trash, can be especially dangerous during this pandemic. We cannot jeopardize the health and safety of our employees and require them to pick up loose trash. Because the CDC has announced that the virus can stay on cardboard for up to 24 hours and plastic for up to 3 days, you must follow our mandatory policy at this time.
2. PLEASE DO YOUR PART AND MAKE SURE THAT YOUR TRASH IS PROPERLY BAGGED AND SECURED INSIDE YOUR TRASH CANS.
3. Recycling can be especially problematic for our employees. At this time we will continue to collect recycling unless the virus growth rate in our area spikes and there is a significant risk that recycling collection can put our employees at greater risk. At this time, we will only collect the recycling from a resident who puts their recycling materials in the City issued blue cans with lids on them that the City provided. If you need a new can you can contact City Hall for a new one.
At the City of Arnold, it is our goal to keep our town free from waste to maintain the health, safety and welfare of our community. We will continue this mission to the maximum extent of our ability in order to prevent further spread of the infection and disease during these challenging times. You can expect further communications as it becomes necessary to update our policies that might impact you and your family. Please help us help you by abiding by these common sense tasks and in the end, we will all thankful for our community wide efforts.

Effective, Monday, March 16, 2020
Effective 3/20/20 PA Municipal Service office is closed in compliance with Governor Wolf’s emergency mandate. Therefore, the administration and processing of taxes and fees have stopped. This will create delays in our normal billing, remittance and reporting processes for our clients. This includes customer service and tax/fee certifications. To notify customers, we have placed “Office Closed” notifications at the office, phones, our website and automatic reply for emails.
We will be addressing any emails regarding water service restoration.
In addition, we will be filling an appeal with the Commonwealth to be able to continue operations during this mandate. If no waiver is granted, or if the Governor issues a “Shelter in Place” we will remain closed. Otherwise, will reopen and assume normal business operations as soon as the Commonwealth determines that it’s appropriate.
